Paul is recognised internationally as an expert on the right to a fair trial under international law.  He is regularly engaged by inter-governmental, governmental and non-governmental organisations to train judges, public prosecutors, lawyers and human rights defenders on international fair trial guarantees.

Paul has been engaged to design, develop and deliver the following training programmes on international fair trial standards:

• UNDP workshop to train 80 Lao judges, public prosecutors and lawyers on article 14 of the ICCPR (May 2010);
• International Commission of Jurists workshop to train lawyers and human rights defenders from Eastern Europe, Africa and Central Asia on international fair trial guarantees (December 2009);
• International Foundation for the Protection of Human Rights Defenders workshop to train lawyers and human rights defenders from Eastern Europe, Africa and Central Asia on international fair trial guarantees (September 2008);
• OSCE programme to train lawyers in Kyrgyzstan and Kazakhstan on the monitoring of criminal trials for compliance with international fair trial standards (December 2004);
• Swedish Helsinki Committee for Human Rights workshop to train lawyers from across the Western Balkans on article 6 of the ECHR (November 2004);
• UK Foreign & Commonwealth Office project to train Turkish judges and public prosecutors on article 6 of the ECHR (May 2004);
• American Bar Association programme to train lawyers in Kyrgyzstan on the monitoring of criminal trials for compliance with international fair trial standards (January 2004);
• Belgrade Centre for Human Rights workshop to train lawyers and human rights defenders in Serbia to monitor criminal proceedings for compliance with fair trial standards (September and November 2003);
• Council of Europe programme to train lawyers in Azerbaijan on the monitoring of criminal trials for compliance with international fair trial standards (January 2003).
