Paul has been engaged by the European Commission, International Commission of Jurists, International Bar Association and the International Legal Assistance Consortium to act as delegate and rapporteur on four separate judicial system needs assessment missions in Turkey and Kenya.

In 2003 and 2004, Paul acted as expert and rapporteur on two Advisory Visits sent by the European Commission to assess the functioning of the Turkish judicial system as part of the EU's accession monitoring programme.  The mission reports are available to download:

In October 2009, Paul acted as expert and rapporteur on a joint International Bar Association's Human Rights Institute/International Legal Assistance Consortium judicial system needs assessment mission sent to Kenya.  The aim of the mission was to recommend ways in which the Kenyan judicial system might be strengthened generally, but in particular in order to enable it to address the consequences of the 2007/2008 post-election violence and also prevent a recurrence.
